Md. Abdur Rahman Khan assumed the prestigious dual role of Secretary of the Internal Resources Division (IRD) and Chairman of the National Board of Revenue (NBR) on August 15, 2024. A career civil servant of the 13th BCS (Taxation) batch, his journey is marked by a steady ascent through the echelons of Bangladesh’s financial architecture. Prior to his current mandate, he served as the Secretary of the Financial Institutions Division, where he oversaw the stability and growth of the nation’s banking and financial sectors.
His extensive field experience ranging from Assistant Commissioner of Taxes to Director of the BCS Tax Academy, gives him a unique, "ground-up" perspective on tax administration. As a former First Secretary of Tax Policy at the NBR and Additional Secretary at the Ministry of Finance, Mr. Khan has been instrumental in spearheading critical financial reforms, particularly in budget implementation, treasury management, and national debt strategies.
Mr. Khan’s expertise is recognized far beyond national borders. He has rendered high-level technical service as an International Advisor to the United Nations and served as a specialized Petroleum Tax Consultant to the World Bank in East Timor. His diplomatic and professional footprint spans over 20 countries, where he has represented Bangladesh in high-level symposiums and global conferences. His leadership in regional bodies, specifically as Chairman of committees within the South Asian Federation of Accountants (SAFA) and the Confederation of Asia-Pacific Accountants (CAPA), underscores his influence in shaping accounting standards across the continent.
Mr. Khan’s policy decisions are backed by a formidable academic pedigree. He holds a Master’s degree in Accounting from Chittagong University and Master’s in Government Financial Management from Ulster University, United Kingdom. He further specialized in International Public Sector Accounting Standards (IPSAS) at the School of Oriental and African Studies (SOAS), University of London, and has completed executive training at world-class institutions including the IMF Singapore Regional Training Institute and the National Tax College of Japan.
As a distinguished Fellow Cost and Management Accountant (FCMA), he has been a pillar of the Institute of Cost and Management Accountants of Bangladesh (ICMAB), serving as its President and a long-standing Council Member.
Driven by a commitment to knowledge-sharing, Mr. Khan has dedicated significant time to academia, serving as an adjunct faculty member at prestigious institutions such as Dhaka University, North South University, and Jahangirnagar University. A Life Member of the Asiatic Society of Bangladesh, he remains deeply connected to the nation’s cultural and intellectual heritage. Mr. Khan is married and is the proud father of two children.
